International forum held to study talent policy

To gain a full understanding of the spirit of the Central Talent Work Conference, an international experts forum was held on November 3 by Shenzhen Reform and Opening Up Executive Leadership Academy. The goal of this forum was to deliver China's latest policies for human resources to foreign teachers.International forum held to study talent policy

The forum was presided over by Mr. Jiaxi Chen, the associate dean of Shenzhen Reform and Opening Up Executive Leadership Academy. Participating guests were Mr. Lei Che, deputy secretary of the Party committee of Shenzhen Reform and Opening Up Executive Leadership Academy, Mr. Haitao Dong, head of the department of Shenzhen Reform and Opening Up Executive Leadership Academy, Mr. Zhaowu Liang, director of China (Shenzhen) International Personnel Training Center, and about 20 foreign experts from over 10 countries in four continents.

Mr. Chen firstly extended his warm welcome to foreign teachers. He noted that the forum was to study and implement the spirit of the central conference on talent work. "By listening to foreign teachers' suggestions for human resources, we can better promote the development of talent work in the academy," he said.

A thorough study and implementation of new ideas, strategies and measures in the talent work conference had been sufficiently discussed at the forum. Mr. Dong Haitao, Mr. Liang Zhaowu, George from Ukraine, Kennedy from New Zealand, and Elmer from the United States of America made keynote speeches.

Mr. Dong, as the first speaker, made a detailed interpretation of the spirit of the central conference on talent work and relevant policies for human resources. He noted that China has put forward a series of new proposals, new visions, new conclusions and new requirements on how to seek, select, utilize, foster and respect talent. China now has a large number of high-quality professionals from all over the world, who play an increasingly prominent role in our social and economic development. In the future, the Guangdong-Hong Kong-Macao Greater Bay Area, together with Beijing and Shanghai will be the forerunners to build high-quality talent hubs.

Mr. Liang stressed that China (Shenzhen) International Personnel Training Center had built cooperation with many countries and regions around the world, and trained many international talent over the past 30 years. Such efforts facilitate the target of helping China embrace the world and helping the world know more about China. With the ravaging of the COVID-19 epidemic, how to bring in, foster, display and retain international talent has become the key to leap forward the development for the international training center.

For example, China's Belt and Road Initiative is reciprocal and mutually beneficial, building a community with shared future for mankind will surely promote the development of China and the whole world. According to him, under the circumstance of "Double Reduction", students return to campus to receive qualified education, obtain comprehensive development of morality, intelligence, physical education and art in order to cultivate successors for the country. This requires more professional educational talent.

Kennedy, an expert on AP classes from New Zealand, believes that there is definitely a higher need of qualified human resources to spearhead Shenzhen to another advanced level of development and it is a key prerequisite to sustain its hi-tech status and even take it to greater heights. The vision is well laid out and with the infrastructure already in place, namely, advanced scientific technology hubs, superb transport systems, excellent living condition for foreigners, Shenzhen is definitely a magnet for global talent. This helps to achieve the goal of the country's modernization by the year 2035 and of a modern socialist country in every dimension by the year of 2050.

Elmer, an expert of oral English from the United States, said what impressed him the most was the need to make human resources a priority in national development. Without a good mechanism, the opportunity for growth will be futile. At the same time, he hopes that China will provide a more convenient working environment for foreign talent. And he believes that China's goal of 2035 is not too far away and we are looking forward to it!

During the interactive session, other foreign friends also shared their work and lives in Shenzhen. They had fully exchanged on how to be a qualified international talent under the new situation. They also delivered constructive suggestions and expressed future expectations. The foreign experts agreed that the forum helped them to better understand China's latest international talent policies.

Mr.Che, deputy secretary of the Party Committee of Shenzhen Reform and Opening Up Executive Leadership Academy made a conclusion. He emphasized that the most fundamental task and the core idea of Shenzhen Reform and Opening Up Executive Leadership Academy and China (Shenzhen) International Personnel Training Center are to attract and train best talents.

He stressed that, firstly, the two Chinese institutions will try the best to create a more harmonious working environment and provide better services. Secondly, he hopes that expat teachers can have a better and deeper understanding of China, learn more about China, especially local laws, regulations, culture and customs in Shenzhen. Thirdly, he hopes that foreign friends can make more suggestions for the future development of Shenzhen. He also wishes that foreign experts can become ambassadors of friendship among different nations, and tell the world a real Shenzhen and a real China.

Shenzhen is ushering in a new peak of talent gathering, and become more charming, dynamic, vigorous and innovative. Shenzhen Reform and Opening Up Executive Leadership Academy will continue to contribute to all-round reform, further opening up and the construction of socialist modernization, foster talent for the development of Guangdong-Hongkong-Macao Greater Bay Area and the pilot zone for socialism with Chinese characteristics, and promote the communication of Chinese spirit and cultural exchange in the new era.
