Xi also stressed that the development of the Guangdong-Hong Kong-Macao Greater Bay Area is a major national development strategy, and Shenzhen is an important engine for its development. We should seize the major historical opportunity of the development of the Guangdong-Hong Kong-Macao Greater Bay Area, promote the convergence of economic operation rules and mechanisms among the three regions, speed up the construction of inter-city railways in the Guangdong-Hong Kong-Macao Greater Bay Area, promote the efficient and convenient flow of various factors such as personnel and goods, and enhance the level of market integration.

The construction of a new pattern of institution-based opening-up, focusing on the convergence of rules and mechanisms, is an important means for Shenzhen to give full play to the driving and overlapping effects of "dual districts" in the construction of the Guangdong-Hong Kong-Macao Greater Bay Area and the pioneering demonstration zone of socialism with Chinese characteristics, and strive to be the pioneering demonstration zone in the construction of a new development pattern.
