We propose a“four-step approach” methodology for problem solving in order to better carry out the “One Core Five Focuses” course system.

First, come with your own questions. People taking training at the academy are required to think about and put forward difficult problems closely related to reform and opening up that need to be addressed in their area or work unit. These problems will be compiled and assorted by the organizing department or the training institution before being handed down to the trainees or study groups for team learning. The trainees come with questions and tasks.

Second, think while studying. During the study period, the academy will take the trainee-centered approach to mobile their initiative and creativity to study independently. The trainees are required to be goal-oriented, attending lectures, going on inspections, and having discussions and investigations with their own questions. They should think and summarize while studying. Comparative study and comparative research is called for.

Third, leave with gains. We will hold a question-focused seminar at the end of the training. The trainees should be able to put forward solutions through question analysis. A representative of each study group will present their main viewpoints, for discussion and brainstorming among all trainees and lecturers. Each study group will finish a report through further deliberation on the opinions and discussions of their peers and lecturers.

Fourth, guide the practice. The trainees should be able to make feasible policy recommendations and action plans based on their learning results, and put them into practice. During practice, they should adapt to the actual conditions, localize, improve and perfect it in order to solve problems.
